Easiest way on getting the Basic Blueprint Fragments is with a fuse, a Green Card and running both Harbors in order to get into the Blue Card Room where you can find the Basic Blueprint Fragment inside

A ridiculously easy way to get enough Basic Blueprint Fragments for a Workbench Level 2 is to obtain a Blue Keycard by fishing with bait totaling in value above 5, and running the Water Treatment Plant puzzle, along with looting all of the Military Crates within the monument.
