If you're looking to "buy" High Quality Metal with scrap, your best options are Large Solar Panel or Medium Rechargeable Battery. They're both 75 scrap and recycle into 13 High Quality Metal, giving a price of 5.8 scrap/HQM.
If you really hate sitting around the recycler, buy the 16x Zoom Scope for 300 scrap which breaks down into 40 HQM for a price of 7.5 scrap/HQM.

For those that are poor or starting out, a good way of collect HQM is to "farm" road-signs. Each sign will give you one pipe & one road-sign, those stack to twenty each, and will recycle to one HQM each, giving you twenty per stack, or two HQM per sign farmed.

Can be looted from quarieres. Small and big(Giant Excavator). Small give you 80 per hour and requires 360 low grade fuel. Giant Excavator - requires diesel fuel and gives 50 hqm per minute. 1 diesel - 2 min of work. And do not forgot about scientists.
